Key Considerations for
Singapore Employers
Hiring foreign workers in Singapore involves regulatory requirements that vary by sector, worker type and your company's existing workforce. We help you through these — but understanding the basics before you begin leads to a smoother process.

MOM Work Passes & PermitsForeign Worker Quota
The number of Work Permit and S Pass holders you can employ is capped as a proportion of your total workforce. The limit varies by sector and should be checked before hiring begins.
Foreign Worker Levy
A monthly levy is payable for each Work Permit holder. The rate depends on the sector and the worker's qualifications and skill level.
Employment Terms
Workers should receive their key employment terms in writing. For foreign workers, the terms should be explained in a way they understand.
Medical Insurance
Employers must buy and maintain medical insurance for Work Permit holders, at or above the minimum coverage MOM requires. This is a legal requirement, not optional.
Accommodation Requirements
Employers must ensure foreign workers have acceptable housing that meets MOM's requirements, and keep the worker's address updated with MOM.
