What to Know About
Hiring from Overseas
Hiring workers from overseas involves regulatory requirements beyond standard local hiring — source country rules, in-principle approvals, medical checks and documentation that must be in order before a worker can start.
We guide you through these — but the points below help set expectations before the process begins. This is general awareness information only. Always refer to MOM for the most current requirements.
MOM Work Passes & PermitsMOM-Approved Source Countries
Work Permit holders can only be hired from the source countries MOM approves for your sector. The list varies by sector and can change, so it should be checked before sourcing begins.
In-Principle Approval Before Travel
The work pass application should be approved in principle before the worker travels to Singapore, and the worker should receive their approval letter before leaving home.
Medical Examination
Work Permit holders need to pass a medical examination before their pass can be issued. If a worker does not pass, the pass will not be issued.
Accommodation Ready on Arrival
Employers are responsible for making sure the worker has acceptable accommodation when they arrive in Singapore.
Employer Costs Stay with the Employer
Costs that MOM places on the employer — such as the levy, security bond and medical insurance — should not be passed on to the worker.
